PRESIDENT

Ned Baier, a certified planner with 35 years of experience, has made significant contributions to transportation planning in Florida and the southeast. With expertise in management, policy analysis, and public engagement, Ned has led various projects including the Pinellas Trail and Tampa Bay Water Ferry. He recently managed the SUN Trail Feasibility Study in Lee County, developing a countywide linear park as part of the Gulf Coast Trail. As an active speaker and participant in planning associations and organizations, Ned brings his passion for cycling and urban planning to help implement the Florida SUN Trail network and create a positive impact in the community.

VICE PRESIDENT

Kim DeLaney is the Strategic Development and Policy Director at the Treasure Coast Regional Planning Council in Southeast Florida. With over 20 years of experience, she specializes in land use, economics, transportation, and public outreach. Dr. DeLaney focuses on leveraging public investments for economic returns and promoting transit-oriented development and environmental enhancement. She played a key role in creating the Southeast Florida Regional Greenways and Trails network plan, supporting Florida's greenways and trails. She also led the development of regional waterways plans, evaluating transportation, land use, economic development, and recreational resources. Dr. DeLaney holds degrees from the University of Florida and Florida Atlantic University. She resides in Martin County, Florida, enjoying triathlon training and kayaking with her Welsh Corgi named Flash.

SECRETARY

Harry Barley recently retired after a 45-year career in the transportation industry. He played key roles in planning, building, and operating the Metrorail project during his tenure with the Washington Metropolitan Planning Transit Authority. Later, as Executive Director of MetroPlan Orlando, he oversaw the federally-designed metropolitan planning organization for three Florida counties. Impressed by the achievements of the Florida Greenways and Trails Foundation, Harry became a passionate supporter of their vision for a statewide network. He actively contributed to the realization of the Coast-to-Coast Trail and remains involved as a Trustee at the Winter Park Health Foundation and a Board member of Advent Health.

TREASURER

Mike Stephens, a Florida native and Senior Vice President of Commercial Banking at United Southern Bank, has been actively advocating for bike trails since his elementary school days. With over 34 years of experience in the financial services industry, he has dedicated himself to helping clients with their commercial banking needs. Mike's passion for trails led him to form and chair the Lake 100 Trails Committee and The Friends of Lake County Trails. His efforts were recognized with multiple awards, including the Florida Bicycle Association's Trails Promoter of the Year Award and the Eustis Area Chamber of Commerce's Community Service Award. Mike has a long history of community service, including volunteering for the Office of Greenways and Trails and the US Forest Service. Married for 30 years, he enjoys cycling, camping, fishing, and road trips with his family.

BOARD MEMBER

Tim Baylie is the Parks, Recreation, and Culture Director in Volusia County. He has over 24 years of experience in constructing and managing parks and trails. He has played an active role in the development of the Coast-to-Coast Trail and the St. Johns River to Sea Loop. Tim is an active speaker on trail development and maintenance strategies at various organizations and to trail managers across the state. In 2019, Tim was awarded Trails Manager of the Year by the Florida Bicycle Association. He is a member of the Florida Recreation and Parks Association and is a certified Park and Recreation Professional through the National Recreation and Park Association. Tim received his undergraduate degree in business from the University of Florida and his Master’s in Business Administration from the University of Central Florida.

BOARD MEMBER

Born in Boca Raton and raised in Nashville, Patty moved to Florida in 1984, eventually settling in Everglades City with her husband Steve. After a 17-year career as a Financial Advisor at Raymond James & Associates, she retired and immersed herself in historic and environmental preservation. Patty has held presidencies at various organizations, including Friends of the Museum of the Everglades and the Everglades Society for Historic Preservation. She continues to contribute to the Collier County MPO Bicycle/Pedestrian Committee and the East Coast Greenway Alliance, among others, dedicating her efforts to safeguarding South Florida's natural and historic heritage.

Charlie is a Professional Landscape Architect with over twenty years in the business and resides in Tallahassee. He finds joy in designing trails, but his passion is running on them as a user. He graduated from the University of Georgia and is actively involved with professional affiliations such as the American Society of Landscape Architects and Urban Land Institute.

Laura Kelley, retired executive transportation leader, shaped significant policies and managed Central Florida Expressway Authority's 125-mile expressway and $4 billion work plan as its first executive director. Her "Customer First" philosophy led to innovative services, including the Visitor Toll Pass Program and substantial toll discounts, enhancing safety and technology. Known for her prudent management, Kelley boosted CFX's financial health and held influential positions in various transportation boards. She's an alumna of Florida State University and currently advises on sustainable roadway electrification.

BOARD MEMBER

Bob Romig has over 40 years in transportation policy development and implementation. Before retiring in 2016, he was Executive Director of the Florida Transportation Commission and held key roles in the Florida Department of Transportation, focusing on planning and environmental policies. His initiatives significantly impacted Florida's transportation and planning. Previously, Bob worked with the Florida Department of Highway Safety and Motor Vehicles and the Florida House of Representatives Committee on Transportation. A Florida State University alumnus and avid conservationist, Bob is dedicated to preserving Florida's natural resources and enhancing its trail system.

BOARD MEMBER

Brandyn is a Professional Wetland Scientist and environmental consultant with over 20 years of experience in the AEC industry. Holding a master’s degree in urban environmental management, he specializes in natural resource assessment and policy, GIS and mapping, permitting, and environmental planning for both public and private development. His expertise spans energy development, transportation, utilities, parks and trails, and water resource infrastructure, where he has conducted wetland delineations, tree inventories, endangered species evaluations, floodplain modeling, ecological assessments, and planning studies, providing critical design guidance to engineering teams. An avid outdoor sports enthusiast, Brandyn enjoys hiking, biking, skateboarding, paddling, hunting, and fishing—interests that fuel his passion for connecting people with nature and placemaking around active recreation. He resides in the Tampa Bay area with his wife and four children, where he is dedicated to balancing conservation and responsible development to create more sustainable, accessible outdoor spaces for communities.
